States building vaccine management solutions, feds rolling out vaccine data solution
State and territory health departments are building vaccine management solutions to handle the Pfizer BioNTech COVID-19 vaccine roll-out at their hospital hubs, as a national data solution for the supply chain being built by Accenture using Salesforce technology is set to go live imminently.
The federal Department of Health has also released new details of its national booking solution, which will be managed by HealthDirect based on the National Health Services Directory. New technology is also being developed by the Australian Digital Health Agency to assist clinicians to upload vaccination administration data to the Australian Immunisation Register.
Victoria has chosen Microsoft’s solution, which was released by Microsoft Consulting Services (MCS) last December. Called the Vaccination Registration and Administration Solution (VRAS), the solution promises to enable tracking and reporting of immunisation progress through secure data exchange using HL7, FHIR and open APIs.
Victoria issued a select tender in November last year for a vaccination management system that specified functional requirements such as inventory management, booking management, questionnaires and consent management, vaccination administration, adverse event management, data extraction and interfaces, and analytics and reporting. The contract it signed with Microsoft is worth $5.8 million.
Victoria announced this week that nine vaccine delivery hubs will be set up at Western Health, Austin Health, Monash Health, Barwon Health, Goulburn Valley Health, Latrobe Health, Bendigo Health, Ballarat Health and Albury-Wodonga Health to manage the administration of the Pfizer vaccine.
Meanwhile, WA Health’s Health Support Services has issued three contracts for its vaccine management system with Deloitte receiving $3.4 million for system integration and implementation of an ICT solution, which will use Salesforce’s CRM technology. Online appointment booking solution vendor 1st Group is providing a booking solution for five hospitals covering 60,000 frontline staff.
Consulting firm Accenture and Salesforce are understood to have won a closed tender issued last November by the federal Department of Health for a COVID-19 vaccine data solution to enable the tracking and reporting of COVID-19 vaccines across the vaccination delivery chain.
This was specified to be an end-to-end tracking solution for each vaccine in the supply chain from the delivery of the vaccine dose to the department from the relevant manufacturer through to post-administration monitoring.
For primary care, DoH has today released an update to its frequently asked questions with more detail on recording vaccinations in the Australian Immunisation Register (AIR) and how it sees the Healthdirect-managed national booking system working.
The Australian Digital Health Agency (ADHA) is developing a clinician vaccine integrated platform (CVIP) to support direct upload into AIR of a person’s vaccination at the site of administration. It is also adding a new consolidated view to the My Health Record.
Registered healthcare providers can already upload directly into AIR via the AIR portal or through their clinical software.
An immunisation history statement (IHS) with updated vaccination information is expected to be able to be viewed within 24-48 hours by clinicians through the AIR portal or by the consumer via Medicare online or the My Health Record.
The department is now describing its national booking system as a “front door” where people can check their eligibility and find out where to get a vaccine, with links to call clinics or book online. It will include a listing of authorised vaccination clinics on the National Health Services Directory along with their opening hours, contact details and a link to their online booking system.
It will also include an eligibility checker so the public, clinicians and others can determine whether a patient is in a priority population group. However, this will be a self-declaration and is not a pre-requisite for making a booking, and the department says “evidence would need to be observed by the clinic at the time the patient arrives”.
